12 empty chairs and 12 pairs of thongs or shoes
representing those who have died in offshore detention,
on Manus and Nauru, in the past 5 years.
The decision to use Manus and Nauru for offshore detention was made in August 2012. Nauru opened on 14 September 2012 and Manus on 21 November 2012.
The July 19 date relates to PM Kevin Rudd’s announcement of a new “Regional Resettlement Arrangement” with Papua New Guinea.
- That all asylum seekers arriving in Australia by boat from 19 July onwards would be transferred to Papua New Guinea for processing.
- And, if they are found to be refugees, face permanent settlement in PNG.
