As part of the Rural Australians for Refugees National Conference in September 2016, a new initiative, The Welcome Scroll was launched jointly by Rural Australians for Refugees (RAR), Refugee Council of Australia (RCOA), and Refugee Welcome Zone Councils (RWZ) 

At that time, the Welcome Scroll had 2 signatures, City of Greater Bendigo and Mount Alexander Shire.

2 years later it has 113 signatures from Refugee Welcome Zone councils across Australia.

North Grampians Shire is one these.
